Deployable Joint Command and Control (DJC2) System
The Deployable Joint Command and Control (DJC2) System is an enterprise information technology (IT) program illustrating CTC’s ability to provide a broad range of IT infrastructure services as the prime contractor under an IDIQ contract vehicle. CTC performed comprehensive engineering design, development, implementation, and integration services supporting tens of thousands of users across a global enterprise. Specifically, CTC provided these services:
Concept Development: Participating on the integrated government team that developed the conceptual design document

Program Planning: Supporting all government planning activities including integrated master schedule development and tracking and planning for milestone decisions

Requirements Definition and Analysis: Maintaining the requirements baseline and managed requirements reviews with all government stakeholders
- Systems Integration: Providing personnel, materials, equipment, facilities, and other services required to integrate new and legacy joint C2 systems across multiple organizations and applications to meet enterprise IT requirements and capabilities needs


Providing a Common Platform Responsive to Crises
The DJC2 System provides the Joint Force Commander with a full range of interoperable, robust, standardized, and scaleable systems and tools for planning, executing, and assessing joint combined operations. By providing a common platform for all regional CINCs, component commanders, and designated joint task force commanders, the DJC2 System achieves a seamless, shared-information environment supporting joint, multinational, and interagency operations during catastrophic events. It can be relocated as situations require and is adaptable to land, air, sea, and space operations.
As an example of the dynamic and flexible nature of DJC2, one of its elements was rapidly deployed to provide command and control support to DHS during Hurricanes Katrina and Rita, and to Panama during a military exercise. The DJC2 System and CTC engineers have deployed on numerous occasions, providing C4 support to U.S. warfighters. As a result of the system’s outstanding performance, DJC2 was selected as a winner of the 2005 David Packard Excellence in Acquisition Award for significant accomplishments in the area of acquisition excellence and reform.
The materiel portion of DJC2 is a "system of systems" consisting of hardware, software applications, databases, and communications support systems. It has interfaces to multiple organizations. The system is horizontally and vertically integrated across lateral components, JTF, theater, and national-level commands and agencies. It includes not only new technologies, but also integrates numerous legacy systems, software, hardware, and processes from multiple services and agencies.

The newspaper headline says it all: DJC2 was indispensable in New Orleans following Hurricane Katrina and Rita.
