Environmental Cost Analysis Methodology (ECAMSM)

The Environmental Cost Analysis Methodology (ECAMSM) was developed by the National Defense Center for Energy and Environment (NDCEE, Formerly the National Defense Center for Environmental Excellence) and Coopers & Lybrand, L.L.P. The ECAM provides a consistent method of identifying and quantifying capital and operating costs, specifically environmental costs. ECAM integrates activity-based costing concepts and techniques for analyzing and evaluating new or modified technologies. Standard financial indicators such as net present value, internal rate of return, and payback period are calculated.

Demonstration and Justification

ECAM has been successfully demonstrated and implemented in the field.  The methodology was verified and validated through case studies.  The results:  ECAM was shown to provide greater accuracy and higher confidence when compared to traditional economic analysis methods.  In each application, more cost savings were identified, especially environmental costs.
