The Next Generation Command and Control System (NGCCS) Tactical Operations Center (TOC) 3-D
TOC 3-D established CTC as a recognized leader with regard to the emerging national Commercial/Joining Mapping Toolkit (C/JMTK) standard. With this standard, CTC is developing Web-based applications for viewing the common operational picture.

Battlespace Visualization at its Best
Today's Army needs to know exactly where the enemy is at all times. CTC 's TOC 3-D battlespace visualization tool can help accomplish this. The TOC 3-D program is being developed by CTC for the U.S. Army Project Manager, Ground Combat Command and Control under the auspices of the Program Executive office, Command, Control, and Communications Tactical (PEO C3T).
TOC 3-D is a U.S. Army program to develop new ways to integrate the information commanders receive from many sources. It gives commanders a comprehensive view of the battlespace on a single 3-D display that integrates information from many sources. This enables commanders and others at Tactical Operations Centers (TOCs) to rapidly evaluate the battlespace, identify risks, and seize opportunities. Using TOC 3-D, commanders are able to view enemy locations and direct fire missions, develop courses of action, monitor operations, and anticipate subordinate commanders’ needs by monitoring their reports.
TOC 3-D is a tool that leverages the advanced 3-D visualization work underway at CTC, and its applications are far-reaching.
Enhancing Service by Leveraging TOC 3-D Technology
These products have emerged as a result of the CTC-developed TOC technology:
- TOC 3-D Application provides multiple, highly interactive 2-D/3-D views of the battlespace. It interfaces with Army Battle Command Systems (ABCS), provides an integrated Common Tactical Picture (CTP)/Common Operational Picture (COP), and helps commanders assess information for better decision- making.
- Joint WebCOP: The Global Command and Control System (GCCS) Family of Systems' Joint WebCOP (JWC), a Web-enabled Common Operational Picture (COP), allows combat commanders to accurately view the battlespace using a standard Internet browser. It displays a visual representation of unit positions and tactical graphics in a browser-based display linked to various Battlefield Functional Assets (BFAs), provides an integrated Common Tactical Picture (CTP)/Common Operational Picture (COP), and helps commanders assess information for better decision making.
- Survivable TOC (S-TOC): This product will provide enhancements to the survivability and battlefield effectiveness of the TOC. Focus areas of the initial in-depth study include hybrid-electric technologies, biometric authentication, smart antenna systems, and multi-level security.
