Commander Byrns noted that CTC achieved outstanding subcontracting performance in both the dollar amounts and percentages of awards made to small, small disadvantaged, women-owned, HUBZone businesses and HBCU's during fiscal years 1999 and 2000. A memorandum cited the CTC organization, its employees and Senior Management for their dedication, commitment and support of the small business program and for CTC's contribution to the interests of the local and national small business communities.
