Johnstown, PA, June 22, 2006—Daniel R. DeVos, President & CEO of Concurrent Technologies Corporation (CTC) today announced the appointment of Kim C. Leach as Director, Strategic Programs, reporting to Jerry R. Hudson, Vice President, Strategic Programs.  Mr. Leach brings 29 years of experience to CTC in acquisition, contract management, logistics management, and program and systems management for government, military and industry.   In his new position, he will function as a corporate-wide resource focused on strategic planning, business development, and capture management.

Most recently, Mr. Leach served as Military Deputy to the Assistant Secretary of the U.S. Army (Policy and Procurement) for three years, where he directed the management and oversight of $76 billion in procurements, 375,000 procurement actions, and 6,152 personnel.  He also directed world-wide Army Acquisition, Contracting, Environmental, and Industrial Base policy and procedures supporting all Army major weapons systems, material development, and total life-cycle management. 

Previously, Mr. Leach was Chief Executive Officer, Defense Contract Management Agency, Department of Defense (DoD) in Long Island, New York, for three years, and Program Director, U.S. Army in Washington, D.C., for two years.  He managed DoD and National Aeronautics and Space Administration (NASA) contracts valued in excess of $14.6 billion and 19,000 contracts, providing a full range of contract management functions, including quality assurance, financial and industrial analysis, engineering, manufacturing, property, transportation, and program management. 

Mr. Leach served for three years as Chief Executive Officer of Defense Contract Management Agency, General Dynamics Defense Systems in Pittsfield, Massachusetts, and Senior Procurement Manager, Defense Security Assistance Agency in Washington, D.C., for two years.  He managed two General Dynamics Defense Systems Defense Plants involving over 2,000 DoD contracts valued in excess of $6 billion.  He also managed 80,000 international contracts valued at $7 billion for eight foreign countries, including Israel, Egypt, Turkey, and Morocco. 

Mr. Leach’s experience includes management of the worldwide implementation of the Army’s Standard Automated Contract Writing System, and direction of logistical support for a regional supply distribution center serving over 15,000 customers.  He directed the planning and coordination of transportation and supplies for the Army and 65,000 Reserve, National Guard, and Active Duty Soldiers.

Mr. Leach holds a Master’s Degree in Business Management from Central Michigan University, and completed Senior Executive Training (Master’s equivalent) at the U.S. Army War College.  He is DoD Level 3-Certified (the highest level) in both Contracting and Program Management.
