Project Highlights
At CTC, we understand mission assurance and critical infrastructure issues and serve as an objective advisor to analyze, evaluate, and inform decisions when it comes to defining requirements and planning for future investments. We are sought for our ability to deliver the right people, knowhow, and tools to ensure the highest level of support for your organization’s assessment, planning, and execution needs.

CTC has spearheaded:
  • Installation Energy Security Plans (IESP): CTC partnered with the Marine Corps to develop and issue step-by-step instructions and a standard template to guide the development of IESPs. Our comprehensive assessment of each installation’s critical energy requirements, utilities, and energy management programs resulted in identification of over $4B of utilities and infrastructure solutions to address IESP findings. Additionally, the team supported project submissions into the current Office of the Secretary of Defense’s Energy Resilience and Conservation Investment Program for current fiscal years and additional projects for the Future Years Defense Program.

  • FRCS Enterprise Enclave Development: We provide planning and development support to the Marine Corps FRCS program. This includes offering functional and technical programmatic expertise to secure the Marine Corps’ existing FRCS, assisting in achieving Risk Management Framework (RMF) Authorization To Operate (ATO) status, and delivering subject matter expertise in FRCS authorization. In addition, we provide strategic communications planning to ensure the FRCS community and stakeholders receive cutting-edge information and solutions tailored to their needs.

  • Mission Assurance Support: CTC provides key support to the Navy’s Mission Assurance program, including engineering field support for mission assurance assessments of installation infrastructure. This includes identifying and analyzing potential vulnerabilities across all utilities. This work involves collecting and evaluating data on the criticality of facilities, utilities, industrial control systems, and supporting infrastructure. These assessments are based on mission impacts, probable threats and hazards, and degrees of vulnerability, enabling us to determine the overall risk posture of the asset.

  • Mission Thread Analysis: CTC’s work on mission thread analyses, in support to the Deputy Assistant Secretary of the Air Force for Environment, Safety, and Infrastructure, has helped bridge the gap between operations and support functions to improve holistic mission assurance. From 2017 to the present, CTC has conducted nine mission thread analyses, six of which have leveraged the Crown Jewels Analysis (CJA) process. Currently, CTC is developing a methodology to utilize CJA in the development and risk mitigation stages of the Energy Resilience Readiness Exercises.
