A mobile, electronic credential validation system
CTC developed the Emergency Response Official Accountability Tracking System
(ERO ATS), a mobile, electronic credential validation system used to identify
personnel and achieve operations among different jurisdictions during emergencies.
The ERO ATS offers operations managers and incident scene commanders the ability
to verify the identities and ERO attributes (capabilities) of EROs available on-site
. Use of General Services Administration (GSA)-approved Federal Information Processing
Standards (FIPS) 201 credentials at an incident scene provides:
- Efficient and reliable management of deployable resources to and from emergency operational environments
- Targeted direction for EROs within an operational environment to address immediate operational needs more quickly
- Better and faster establishment of reliable accountability manifests, or lists, of EROs to support operational awareness more directly
- Better and faster reporting and tracking capabilities to support ERO movement
- Compliance with the Homeland Security Presidential Directive 12 (HSPD-12) requirement to provide a secure and reliable means to identify federal and associated employees.
Providing identity, credential, and
access management (ICAM)
CTC directly supported the U.S. presidential inauguration on January 20, 2017.
CTC staff used the ERO ATS to provide an ICAM capability to the District of
Columbia Homeland Security and Emergency Management Agency (DC HSEMA) to enable
unescorted facility access during the inauguration. DC HSEMA processed more than
1,200 common access cards and personal identity verification cards along with
numerous driver’s licenses for personnel entering the Unified Communications Center.
The system performed exceptionally well in a real-world setting and helped DC HSEMA
successfully execute its mission to ensure the security of the inaugural events.
CTC has provided ICAM support to the Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) to assist in the response to weather disasters each year since hurricanes Harvey, Irma, and Maria in 2017. FERO ATS was also used to support the COVID-19 response for the FEMA Personnel Mobility Center (PMC) during 2020 and 2021, tracking deployed personnel. At the FEMA PMC, FERO ATS Mobile Validation Devices (MVD) were setup to support entry and exit, identification, and accountability of personnel being deployed for disaster response. CTC has also provided FERO ATS help desk support for the duration of those disaster response events. Our ICAM support has been extended for the disaster season of 2023.
