Readiness Analysis
The Deputy Assistant Secretary of Defense (Readiness) provides policy and assessments
of military readiness issues with the objective of ensuring ready and responsive
military forces. This environment requires a team and the tools that can access
all available data to conduct time-sensitive analysis of dynamic requirements, resources,
and missions to identify deficiency gaps and develop mitigation plans. CTC is that
team.
Language Readiness Index (LRI)
CTC is the technical lead and advisor for the Defense Language and National Security
Education Office (DLNSEO) for the development, integration, and operation of the
LRI. LRI uses relevant data to capture and compare language capabilities against
requirements and to identify gaps in the total force that allows senior leaders
to make informed decisions, develop risk assessments, create mitigation measures,
and shape the future force. LRI supports the Office of the Secretary of Defense,
the Joint Staff, Combatant Commands, Services, and other Defense agencies.
DRRS Training
As the system of record for DoD readiness, DRRS offers critical ‘real-time’ information
that is invaluable in the planning and execution of assigned missions that affect
the security of our nation and how we assist other nations in crisis. CTC has created
DRRS training programs for senior military leaders and unit-level personnel. These
programs included DRRS support from the Pentagon to Combatant Commands and in theater
overseas. CTC’s execution of the educational events contributed to the creation
of the DRRS Center of Excellence.
COOP Plan Reviews
The national security threats to U.S. interests, along with notice and no-notice
all hazard events, are increasingly diverse and dangerous—and they are not diminishing.
The need for continuity capabilities and planning across all levels of government,
even in the private sector, is simply good business practice to ensuring the execution
of essential functions through all circumstances. CTC provides vast experience in
reviewing and assessing COOP programs, plans, and procedures against all elements
of viable continuity capability with an emphasis on mission-essential function (MEF)
Business Process Analysis (BPA) and primary mission-essential function (PMEF) Business
Impact Analysis (BIA).
Continuity RRS Support
CTC developed the RRS, which provides a pre-event programmatic readiness capability
to assess the performance of PMEFs in support of the National Essential Functions
(NEFs). In addition to this, the RRS provides a post-event means to track operational
capabilities, Continuity of Government Condition attainment levels, and the ability
to perform PMEFs as the situation unfolds. Through the use of Status and Trend Analysis
Reports, the RRS provides the ability to drill down from NEFs to PMEFs / MEFs /
continuity elements and resources, enabling identification of the causes of degradations
in continuity readiness.
Exercise Design & Evaluation Support
CTC has extensive experience supporting the bi-annual National Continuity Exercise,
Eagle Horizon, as external evaluators reviewing and assessing Federal Executive
Branch Departments and Agencies continuity of operations programs, plans, and procedures
against all elements of viable continuity planning in accordance with Federal Continuity
Directive 1. As part of the evaluation process, CTC provides a thorough after-action
review (AAR) and other observations to consider for inclusion in corrective action
plans. In addition, CTC aids with data collection and data aggregation in support
of the AAR process.
